Why do landlords need a UK-based address?

Landlords must have a UK-based address to let with lettingaproperty.com. 

This address must be provided by being included in the tenancy agreement (or occupation contract in Wales) in order for the tenant to correctly serve notice. 

Under Section 48 of the Landlord and Tenant Act 1987, if a landlord does not produce an address, then the tenant is legally entitled to withhold rent until the address is provided.
