Can I ask tenants to pay for end of tenancy cleaning?
Under the Tenant Fee Ban 2019, landlords cannot ask tenants to pay for end-of-tenancy cleaning. Cleaning costs fall under the banned fees listed under the Tenant Fee Ban and cannot be included in a tenancy agreement. Any clause requesting a tenant pay for end-of-tenancy cleaning will not be enforceable or legally binding.
A tenancy agreement can request that the tenant returns the property in the state it was originally let. A tenant may choose to hire a professional end-of-tenancy cleaning service, but they are not obligated to do so.
If a tenant returns the property in a bad condition, cleaning costs can be deducted from the tenancy deposit.
