Can I ask tenants to pay for end of tenancy cleaning?

Under the Tenant Fee Ban 2019, landlords cannot ask tenants to pay for end of tenancy cleaning. Cleaning costs fall under the banned fees listed under the Tenant Fee Ban and cannot be included in a tenancy agreement. Any clause requesting a tenant pays for end of tenancy cleaning will not be enforceable or legally binding.

A tenancy agreement can request that the tenant returns the property in the state it was originally let. A tenant may choose to hire a professional end of tenancy cleaning service, but they are not obligated to do so.

If a tenant returns the property in a bad condition, cleaning costs can be deducted from the tenancy deposit.
